Wage Negotiation Advisory No. 14

Wage talks continued on 28 and 29 June 2017 at the MEIBC. The meetings are the first meetings of the subcommittee nominated by the Management Committee of the MEIBC to try and resolve the current dispute between the parties, under the facilitation of Afzul Soobedaar.
The employer lead negotiator, was requested at the commencement of the first day to seek a mandate from the joint employer caucus on 5 issues:
- Wage increases and the issue of them being given on minimums vs actuals
- New entrant wage rates
- Wording on Section 37 of the Main Agreement (the section which is intended to protect employers against a compulsion to bargain at company level)
- A revised exemptions procedure
- The backdating of wage increases

In our last Advisory (No. 12), we explained that talks had deadlocked and that the trade unions had declared a dispute against the employers, who in turn had declared counter disputes against them. We further explained that this meant that a Special Management Committee (Manco) meeting had to be held within 14 days of the dispute declaration (15 June 2017) and that the Manco would then have to decide how the dispute must be resolved, by choosing one of four options:

The second round of industry wage negotiations took place today (15 June 2017) at the MEIBC in Johannesburg. We previously circulated two circulars following the discussions, one of which is the Joint Employer Caucus Communication Brief, the other is the employer position tabled at today’s meeting. Further details of today’s engagement are provided below.
