Urgent: ITAC Safeguard Investigation on Corrosion-Resistant Steel Imports – Member Participation

SAEFA has been alerted to Government Notice 3804 of 2026, issued by the International Trade Administration Commission (ITAC), concerning a safeguard investigation into the increased imports of certain corrosion-resistant steel products.

ITAC has scheduled a public interest hearing on 19 March 2026 (virtual), where interested parties may present submissions regarding the proposed safeguard measures. A number of downstream manufacturers rely on these imported steel products where equivalent specifications may not be available locally. Should safeguard duties or other measures be introduced, this may have significant implications for companies that depend on these materials.

A SAEFA member has indicated an intention to oppose the proposed safeguard measures and has asked SAEFA to determine whether other affected member companies would like to join a joint representation to ITAC.

Please note the strict and tight regulatory deadlines:

  • Registration to speak at the hearing: 6 March 2026 (15:00)
  • Written submissions due: 13 March 2026 (15:00)

To enable coordination, please confirm by 17:00 on Thursday, 5 March 2026 if your company:

  • Imports or relies on corrosion-resistant steel products falling within the scope of the investigation; and
  • Would like to participate in a joint industry submission and/or the public hearing.

Please reply to gordon@saefa.co.za if your company is affected or would like further information.
